Paul Lincoln visited the spot and took a shot but whilst there are similarities the capture railings do not suggest that there are steps up to the front door and whilst they could have been removed, there are no spiked dividing railings on the first floor balcony's. The matter (no pun intended) remains open. But not for long, Dave W found Chester Place, London NW1 looking north with those spiked balcony railings.
